Approval and execution by the County Administrator of the Maintenance Memorandum of Agreement (MMOA) with the Florida Department of Transportation (FDOT) for the construction of the Advanced Traffic Management System/Intelligent Transportation System (ATMS/ITS) on I-175/I-375/Bayshore Drive Downtown St. Petersburg Project.

 

                     The County agreed to the MMOA when the Board of County Commissioners adopted Resolution 23-12 in February 2023.

                     The associated state funded grant TRIP Agreement requires the County execute an MMOA to define maintenance responsibilities for the I-175/I-375/Bayshore Drive Downtown St. Petersburg ATMS/ITS Project.

                     County is responsible for maintaining all fiber optic cable and ATMS devices installed with the project including those portions of the project within the FDOT right of way.

                     FDOT has requested the County Administrator sign the MMOA.

Summary:

The FDOT has requested the County Administrator to sign the MMOA, as referenced as Exhibit A in the MMOA and Exhibit D in the TRIP Agreement. On February 14, 2023, the Pinellas County Board of County Commissioners (Board) adopted Resolution 23-12 authorizing the execution of the TRIP Agreement for the ATMS/ITS on I-175/I-375/Bayshore Drive Downtown St. Petersburg Project. Paragraph 11 of the TRIP Agreement, titled “Maintenance Agreement,” requires the County assume maintenance responsibilities for facilities in the FDOT right-of-way. The fact that the Board passed the Resolution and signed the Agreement gives clear authority to the Pinellas County Administrator to sign an MMOA that complies with said Paragraph 11.  

The TRIP Agreement provides 23.7% of the construction funding required for the installation of ATMS/ITS on the I-175/I-375/Bayshore Drive Downtown St. Petersburg project in the amount of $1,531,860.00.  Work includes installation of twenty-five (25) new closed-circuit television (CCTV) cameras, nine (9) dynamic message signs (DMS), fiber optic cable, and conduit throughout the downtown area of St. Petersburg. The project will provide a new communication hub via the St. Petersburg Police Department station, which will further improve the County’s ITS network.  Construction is anticipated to be complete by June 24, 2026.

 

Background/Explanation:

The Project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board utilizing the Ninth Cent Local Option Fuel Tax (LOFT) in 2006. The project will include, fiber optic communication, dynamic message signs and closed-circuit television cameras. The final system will provide regional operation of the transportation network and support the ITS related activities including transit, freeway management, operations, and emergency services on daily and catastrophic basis.
