Approval and execution by the County Administrator of the First Amendment (Amendment) with Operation PAR, Inc. (Operation PAR) for Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Program (COSSAP) Grant.
● This Amendment allocates unspent grant funding to be utilized for a 12-month no cost extension of the grant program. The grant program’s unobligated balance resulted from leveraging State funded naloxone distribution programs, staffing challenges and impact on program implementation. The no cost extension allows Operation PAR to continue providing engagement and direct client services.
● Treatment services under COSSAP include counseling, Medication Assisted Treatment, Detoxification, Residential Treatment Services, and Transitional Housing to identified overdose survivors.
● This Amendment has no fiscal impact, is a time-only extension, and does not impact the total amount not to exceed. This is a no cost extension that has been identified in the Human Services anticipated Fiscal Year 2024 (FY24) are provided by Grant #: 2020-AR-BX-0055 through GAM-576786 from the Bureau of Justice Assistance.
● The Board previously approved the following items related to COSSAP: Grant application file 20-400D, notice of grant award under file 20-2030A, and original agreement with Operation PAR file 20-2240A.

Summary:
This First Amendment provides a no cost extension utilizing unspent grant funds of the COSSAP Grant. Through this extension, Operation PAR will continue providing oversight and direct client services including counseling, Medication Assisted Treatment, Detoxification, Residential Treatment Services, and Transitional Housing to identified overdose survivors.
Background/Explanation:
COSSAP grant funding supports the partnership between Human Services and Safety and Emergency Services to enhance overdose response by increasing connections and engagements in community substance use treatment services; providing peer support to overdose survivors and families; and conducting overdose fatality reviews to identify trends and potential gaps in the system of care.
The quick response team, initiated in August 2021, has received 444 individual EMS referrals for recovery support services through September 5, 2023. Of all EMS referrals, 45% received recovery support services, 10% were referred to substance use treatment, and 6% received substance use treatment. Of those that received recovery support services, 22% were referred to substance use treatment, and 13% received substance use treatment.
The initial three-year grant award realized unexpended funds due to delays in implementation during year 1 and staffing vacancies due to turnover across years 2 and 3. Additionally, the COSSAP grant had unrealized budgeted funds for naloxone due to various State of Florida distribution programs.
