Approval by the Department Director for the grant application to the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance’s Fiscal Year 2020 Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program (COSSAP).
• The FY2020 Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program would provide federal funding for the expansion of the Co-Occurring Assistance Recovery and Empowerment (CARE) Team to provide immediate interventions at on-scene overdoses whenever first responders are involved.
• Human Services’ seeks to partner with local law enforcement, emergency medical services, the opioid task force and treatment providers for on-site intervention, expedited access to evidenced-based substance use treatment, peer engagement services, short-term residential treatment and overdose fatality reviews. This project will also support first responders by providing naloxone and training on the proper use of naloxone.

Summary:
BJA’s FY 2020 Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program provides funding to encourage and support the development of comprehensive, locally driven responses to opioids, stimulants, and other substances that expand access to supervision, treatment, and recovery support services across the criminal justice system; support law enforcement and other first responder diversion programs for nonviolent drug offenders; promote education and prevention activities; and address the needs of children impacted by substance abuse.
Background/Explanation:
From 2015 to 2019, the number of accidental illicit drug related fatalities increased by an alarming 810.7% (28 to 255) while the number of accidental opioid/opiate related deaths increased by 145.9% (135 to 332). Pinellas County’s population increased only 2.9% during the same period. Emergency Medical Services (EMS) data regarding 9-1-1 transports with Narcan administered have increased year over year since FY13. As of August 31, 2019, Pinellas EMS has exceeded the FY18 total 9-1-1 transports with Narcan administered by 115.6%.
Fiscal Impact:
The FY 2020 Comprehensive Opioid, Stimulant, and Substance Abuse Site-based Program opportunity provides up to $1,200,000.00 in federal funding for a 36-month period, or $400,000.00 per year. There are no match or cost-sharing requirements.
