Approval and execution by the County Administrator of an extension of an existing Public Transportation Grant Agreement (PTGA) between the Florida Department of Transportation (FDOT) and St. Pete-Clearwater International Airport (PIE).
• Three aircraft parking positions on the west side of the terminal parking apron need to be strengthened to accommodate airline or cargo aircraft.
• Decommissioned Runway 09/27 needs to be converted to a taxiway that will accommodate Group IV aircraft which currently serve PIE.
• PIE currently has a PTGA with FDOT to contribute $4.5M to the design and construction.
• The PTGA was scheduled to continue through June 30, 2023. FDOT has granted a one-year extension, until June 30, 2024, to account for COVID-19 related delays.
• Funding is available in Project 000033A Cargo Apron Rehab and Runway 9/27 Conversion in Fiscal Year 2023 and Fiscal Year 2024.

Summary:
PIE has requested an extension of the PTGA (Financial Management Number 436794-1 and Contract Number G1B42) that FDOT has awarded to PIE to rehabilitate the terminal parking apron and convert the former Runway 09/27 to a taxiway. The PTGA is supposed to expire on June 30, 2023, but the project has been significantly delayed because of COVID. PIE has requested a one-year extension to June 30, 2024.
Background/Explanation:
The Board of County Commissioners approved Legistar # 19-1371A on September 24, 2019 to accept a $4.5M PTGA to rehabilitate the terminal parking apron and convert the former Runway 09/27 to a taxiway. PIE is funding this project for $4.5M also through its Passenger Facility Charges (PFC) revenues. The PTGA expires on June 30, 2023.
The COVID pandemic affected this project’s schedule. We were unable to get underway with design until 2022, and PIE is due to open bids on this project on January 12, 2023. Construction will not begin until Spring 2023.
PIE reached out to FDOT to extend this PTGA to allow for the construction of this project without the PTGA expiring. FDOT approved the extension for one year.
Fiscal Impact:
Funding is available under Project 000033A Cargo Apron Rehab and Runway 9/27 Conversion, in the Airport Capital Projects program, in the amount of $9,040,000.00 . The funding sources are Passenger Facility Charges (PFCs) and the PTGA grant.
PIE has worked with the Office of Management and Budget (OMB) on PIE’s Capital Improvement Plan (CIP) to allow for the construction to begin later. Construction has been split between Fiscal Year 2023 and Fiscal Year 2024. Work is scheduled to be completed in Fiscal Year 2024.
