Approval of the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) in the amount of $4.5M for rehabilitation of the terminal parking apron and conversion of decommissioned Runway 09/27 to a taxiway at the St. Pete-Clearwater International Airport (PIE).

 

                     Three aircraft parking positions on the west side of the terminal parking apron need to be strengthened to accommodate airline or cargo aircraft.

                     Decommissioned Runway 09/27 needs to be converted to a taxiway that will accommodate Group IV aircraft, such as Airbus A319s/320s or Boeing 737s that currently serve PIE.

                     The total estimated costs for both items are $9M. The PTGA will pay 50% of costs, and PIE will pay the remaining 50%.

                     The rehabilitated parking apron and new taxiway will also accommodate the future rehabilitation of the terminal building to the north as depicted on the current Airport Layout Plan which is being updated as part of our Airport Master Plan.

 

Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The PTGA will assist PIE in funding the design and construction of the Terminal Parking Apron Rehabilitation and the Conversion of Decommissioned Runway 09/27 to a taxiway.

 

Background Information:

The project involves the design and construction of the terminal parking apron rehabilitation of three parking positions that can accommodate airline or cargo aircraft as well as the conversion of decommissioned Runway 09/27 into a taxiway.  

The dimensions of the new taxiway will be 1,750 feet long and 75 feet wide with 30 feet of paved shoulders.  The dimensions of the expanded terminal parking apron are 1,700 feet long and 350 feet wide.

The construction of the new taxiway will occur along the north end of decommissioned Runway 09/27 west of Taxiway “A”.  The taxiway conversion will allow for aircraft access to the rehabilitated terminal apron, which can accommodate airline traffic as well as cargo traffic.

The rehabilitated parking apron and new taxiway will also serve to accommodate the future rehabilitation of the terminal building to the north as depicted on the current Airport Layout Plan (ALP), which is being updated as part of our Airport Master Plan.

The expiration of the grant is June 30, 2023.

 

Fiscal Impact:

This PTGA will be used for both design and construction of the project.

While this project is included in PIE’s proposed FY20 CIP budget, the project budget will need to be increased by $5M for the Tentative Budget as a result of this grant award and change in project scope.
