Approval of the award of bid with Keystone Excavators, Inc. for Stormwater Local Group-M7 to Remove and Replace Cinnamon Hill Outfall to Sugar Bear Trail.

 

                     The project includes removal and abandonment of existing, failed corrugated metal pipe and associated structures, installation of new storm water pipe and structures and connection to the existing storm water system.

                     Work is to be completed within 180 consecutive calendar days.

                     There were two bids received with Keystone Excavators, Inc. recommended for award as the lowest, responsive and responsible bidder in the amount of $417,439.50.

                     The project is funded within existing FY 22-27 Capital Improvement Renewal and Replacement Programs and will be cost-shared from the Surface Water Utility and Penny for Pinellas.

                     The Small Business Enterprise program commitment for this contract is 10%.

 

Contract No. 22-0331-CP(AJM): PID No. 2625C15; in the amount of $417,439.50 on basis of being the lowest responsive and responsible bid received meeting specifications. All work is expected to be completed within 180 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The project includes removal of the existing storm water pipe and structures, bulkheading and pressure grouting the existing storm pipe to be abandoned, installation of new storm water pipe and structures, and connecting the new installation to the existing storm water system. Additional improvements consist of the trenchless installation of 2-inch, 3-inch and 6-inch HDPE conduits and handholes for power and communications utilities to relocate existing facilities. Other activities include removal and replacement of existing privacy and chain link fences, and installation and removal of temporary fence, restoration of existing features and installation and removal of all required erosion and sediment controls.

Background Information:

On April 1, 2022 the Purchasing and Risk Management Division released an invitation to bid with two vendors responding to the bid. Keystone Excavators, Inc is recommended for award as the lowest responsive and responsible bidder in the amount of $417,439.50

The Pinellas County Public Works Capital Improvements Division identified the need for drainage improvements within the project limits from previous work requests, on-site field inspections, and CATS items submitted by residents. The corrugated metal pipe (CMP) in the project limits has failed.

 

This project was previously bid with PID 2625C28 (Structure Top R&R) in May 2021. On May 13, 2021, the County received one bid for the subject project. Kamminga & Roodvoets, Inc. (K&R) was the only vendor to pass the Step 1 pre-qualification and submitted a total bid of $1,447,196.00. The submitted bid total was 62.17% higher than the Engineer’s Estimate total, and 99.61% higher than the Engineer’s Estimate for the portion of the work included in this bid. This bid was rejected in June 2021.

 

Fiscal Impact:

180 - day expenditure not to exceed: $417,439.50

 

Project 2625C15 Stormwater Local Group M7 Remove and Replace Cinnamon Hill Outfall to Sugar Bear Trail is a sub-project of budgeted projects:

 

                     002625A - Surface Water Pipe Lining/Remove & Replace funded by the Surface Water Utility Fee, and

                     002064A - Storm Sewer Pipeline Rehabilitation and CIPP funded by local option infrastructure sales tax - Penny for Pinellas.

 

These budgeted projects are included in the FY22-FY27 6-Year Capital Improvement Program Plan under the Physical Environment function: Flood Control activity; Surface Water and Storm Sewer Rehab Projects programs.
