Approval and execution by the County Administrator of Change Order No. 1 (final) with SLG-M7 Remove and Replace Cinnamon Hill Outfall to Sugar Bear Trail.

 

                     The Board originally awarded this contract on June 21, 2022 in the amount of $417,439.50 for the removal and abandonment of existing, failed corrugated metal pipe and associated structures, installation of new storm water pipe and structures and connection to the existing storm water system.

                     The project was substantially completed on January 18, 2023 and obtained final completion on January 24, 2023.

                     Change Order No. 1 (final) decreases the Agreement by ($32,861.46) for a new total of $384,578.04 which is due to the difference between estimated and final quantities as well as the balance of unspecified funds not used.

 

Contract No. 22-0331-CP final quantities have been tabulated resulting in a net decrease of ($32,861.46) for a final price of $384,578.04.

Summary:

The project was substantially complete on January 18, 2023 and obtained final completion on January 24, 2023. Liquidated damages do not apply, as the County received substantial and beneficial use on January 18, 2023. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final project deliverables, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of ($32,861.46). This is the difference between estimated and final quantities as well as the balance of unspecified funds not utilized.

 

Background/Explanation:

The project included removal of the existing storm water pipe and structures, bulkheading and pressure grouting the existing storm pipe to be abandoned, installation of new storm water pipe and structures, and connecting the new installation to the existing storm water system. Additional improvements consist of the trenchless installation of 2-inch, 3-inch and 6-inch HDPE conduits and handholes for power and communications utilities to relocate existing facilities.

Decrease due to Change Order No. 1 (FINAL): ($ 32,861.46)

 

Final Revised Total: $384,578.04

 

Contract 22-0331-CP is for construction services provided for Capital Improvement Program (CIP) project 2625C15 - Stormwater Local Group M7 Remove and Replace Cinnamon Hill Outfall to Sugar Bear Trail. This is a sub-project of budgeted project 002625A - Surface Water Pipe Lining/Remove & Replace, funded by the Surface Water Utility Fee. 002625A is included in the FY23-FY28 Capital Improvement Program plan: Physical Environment function; Surface Water program.

 

This change order decreases the Agreement but does not reduce budgeted project 002625A’s FY23 estimate because the unspent contract portion was not included in the estimate.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
