Approval and execution by the County Administrator of the amended Notice of Federal Interest for the Bayside Health Clinic as required by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA), for the capital improvement grant, which provided funding for the expansion of the facility.

Summary:
The grantee, Pinellas County Board of County Commissioners (Board), is required to attach a lien to the Bayside Health Clinic called a Notice of Federal Interest as a condition of the grant award utilized to fund the construction of the facility. The purpose of the Notice of Federal Interest is to protect the Federal Government’s interest in the property and the purpose for which the funds were originally awarded.
The Board accepted the American Rescue Plan Act Health Center Infrastructure Support (ARP-Capital) award on November 9, 2021 to expand the Bayside Health Clinic by approximately 1,100 square feet for additional dental and behavioral health service capacity.

A Notice of Federal Interest was signed by the County Administrator on January 4, 2022 and submitted to HRSA on the same date. HRSA requested a revision to include the statutory provisions set forth in the American Rescue Plan Act (P.L. 117-2) and Title 45 CFR part 74 or 92 (as appropriate).
