Approval of the notice of a grant award from the Health Resources and Service’s Administration (HRSA) American Rescue Plan Act Health Center Infrastructure Support (ARP-Capital) funding for the Health Care for the Homeless program.

 

                     HRSA’s Fiscal Year 2021 APR-Capital award provides federal funding to health centers to support infrastructure costs for health center construction, expansion, alteration, renovation, and other capital improvements.

                     Pinellas County was awarded $532,472.00 to increase the square footage of the Bayside Health Clinic by approximately 1,100 square feet. This addition will expand the dental area to include a third operatory chair, dental office, and storage closet, dedicated behavioral health offices, and an additional restroom and lobby area to manage the increased building capacity.

                     One-time funding for a project period of 36 months, from September 15, 2021 through September 14, 2024.

Summary

On January 31, 2020, the Department of Health and Human Services (HHS) declared a nationwide public health emergency related to severe acute respiratory syndrome coronavirus 2 (COVID-19). In response to this public health emergency, the American Rescue Plan Act of 2021 provides HRSA with funding for awards to eligible entities to support infrastructure costs for health center construction, expansion, alteration, renovation, and other capital improvements.

 

The HCH Co-Applicant Governing Board will accept the grant award on October 12, 2021.

Background Information:

The Bayside Health Clinic was initially constructed in 2016 as a 3,100 square foot, one-story, free-standing facility with exam rooms, a dental procedure that houses two exam chairs, and multi-use office space for confidential counseling. Since it’s opening, the clinic has served more and more clients and has been found to come up short in the available space needed to accommodate a growing population and full integration of health care services.

 

Through the FY 2020 Capital Assistance for Disaster Response and Recovery Efforts (CADRE) funding, Pinellas County is currently expanding the footprint of the clinic by adding a 1,368 square foot medical wing to the north side of the building to incorporate negative-pressure exam rooms for client isolation during an infectious health emergency, such as the COVID-19 pandemic. The in-progress CADRE expansion project is expected to be completed by August 2022 and will increase the size of the clinic to approximately 4,500 square feet.

 

This FY 2021 ARP-Capital grant award will fund an additional 1,100 square foot addition to be built on the west side of the Bayside Health Clinic, which will provide space for the expansion of dental and behavioral health services.  Once completed, the size of the Bayside Health Clinic will total approximately 5,600 square feet.

 

Fiscal Impact:

Total grant award is $532,472.00 in federal funds and no match is required.   The grant award is for project 001475E Bayside Clinic Expansion in the Capital Improvement Program, Human Services function. The project is currently grant funded from U.S. Department of Health and Human Services, Health Resources and Services Administration’s Fiscal Year 2020 Capital Assistance for Disaster Response and Recovery Efforts included in the FY22-27 Capital Improvement Plan. This new grant will be built into the project’s budget during the FY23 budget development process due to additional project scope.
