Approval and execution by the County Administrator of the Tangible Personal Property Report, as required by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), for closeout of the Elevate Project Expanding Pinellas County Drug Court.
● The SAMHSA grant provided $974,354 over a three-year grant period starting September 30, 2015 and ending September 29, 2018.
● The funding allowed for increased drug court capacity as well as reductions in recidivism and substance use among high-risk, nonviolent drug offenders through treatment and recovery support services.
● Over the grant period, the grant funded services for 202 nonviolent young adult offenders (ages 18-30) diagnosed with a substance use disorder who experienced trauma and may have been living with a mild co-occurring mental health disorder.

Summary:
The grantee, Pinellas County Board of County Commissioners, is required to submit the SF-428 Tangible Personal Property Report and Final Report to closeout the grant award.
Background/Explanation:
SAMHSA awarded the County a three (3) year Drug Court grant for the Elevate program, which expanded the Sixth Judicial Circuit Drug Court. Elevate provided evidence-based, trauma informed, gender responsive services to high risk/high need, nonviolent young adult offenders (ages 18-30) diagnosed with a substance use disorder who experienced trauma and may also be living with a mild co-occurring mental health disorder. The overall goal of the program was to address gaps in the continuum of treatment for drug court, as well as to facilitate reductions in recidivism and substance use among the population of focus to increase the likelihood of their successful reintegration into their community. During the grant period, 202 participants were enrolled in Elevate through joint funding from SAMHSA and the Bureau of Justice Assistance (BJA).
