Approval of the Fourth Amendment with Motorola Solutions, Inc. for professional engineering and construction services pertaining to the Multi-Site Tower Replacement project.

 

                     The purpose of this contract was to replace multiple radio towers which were aging and beyond their useful life. The new towers support current and future tower loading requirements.

                     The Fourth Amendment increases the contract by $4,591,397.00 for a revised total of $26,993,145.00 and extends the contract through December 31, 2023 to provide time to complete options 1, 2, and 4 that were identified as options in the Third Amendment of this agreement.

                     The Board of County Commissioners (Board) approved the original Agreement on February 24, 2015 in the amount of $3,500,000.00. The First Amendment for an extension was approved by the County Administrator on April 29, 2016; the Second Amendment was approved by the Board to add design and construction of a sixth radio tower on November 22, 2016 in the amount of $4,404,082.00. The Third Amendment was approved by the Board on July 23, 2019 in the amount of $14,497,667.00, supporting the necessary hardening and implementation of system design elements to replace the shelters.

 

Contract No. 134-0251-NC; increase in the amount of $4,591,397.00 for a revised total amount of $26,993,146.00 through December 31, 2023. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This Fourth Amendment is to add 3 of the 5 “Options” originally approved with the Third Amendment.  “Option” 3 is no longer applicable as leadership decided to migrate from high performance data (HPD) to high-speed broadband technology. “Option” 5 was purchased using the technology credit offered in the contract saving the County $141,702. “Option” 1 was renegotiated and an additional savings of $87,000 was realized. The total cost for “Options” 1, 2 and 4 are $4,591,397.00.

Background Information:

The Board approved the original Agreement on February 24, 2015. The First Amendment extension was approved by the County Administrator on April 29, 2016; the Second Amendment was approved by the Board to add design and construction of a sixth radio tower on November 22, 2016; the Third Amendment was approved by the Board on July 23, 2019, supporting the necessary hardening and implementation of system design elements to replace the shelters.

The Third Amendment also requested completing phase 3 of engineering and construction services to the county-wide public safety radio system and included 5 “Options” which represent the necessary system enhancements that were to take place as soon as funds were made available. The funds for the 5 “Options” will be available October 1, 2021.

Funding sources are derived from the Infrastructure Sales Tax (Penny for Pinellas): Public Safety, Other Public Safety Projects Program Allocation.
