Approval and execution by the Director of Administrative Services of the First Amendment to the Service Funding Agreement with WestCare Gulfcoast-Florida, Inc. for the Pinellas County Family Drug Treatment Court “Families on Track!” grant program.

 

                     The U.S. Department of Justice (DOJ) “Families on Track!” grant provides $889,229 over three (3) years for the enhancement and expansion of the Pinellas Family Drug Treatment Court (FDTC). 

                     The FDTC serves adult parents suffering substance use and co-occurring mental health disorders who are involved with the justice system as a result of child abuse or neglect issues.

                     The original grant period for “Families on Track!” was 10/1/2018 - 9/30/2021.

                     DOJ has approved a 12-month no-cost extension of the grant period to 9/30/2022.

                     This amendment will allow WestCare to use $227,576 in unspent grant funds through the extended grant period. There is no additional funding provided by this amendment.

Summary:

DOJ has awarded Pinellas County a no-cost extension for the Pinellas FDTC expansion grant program, “Families on Track!”. This extension allows for the use of unspent grant funds to provide services for participants for an additional 12 months, ending on September 30, 2022.  

 

Background/Explanation:

The Pinellas Family Drug Treatment Court (FDTC) serves adult parents suffering substance use and co-occurring mental health disorders who are involved with the justice system as a result of child abuse or neglect issues.  In 2018 DOJ awarded Pinellas County a three-year grant in the amount of $889,229 for the Pinellas FDTC expansion program, “Families on Track!”.  WestCare was allocated $792,750 to provide treatment services to program participants.

The grant began on 10/1/2018 and was scheduled to close on 9/30/2021.  Due to pandemic restrictions, the FDTC’s “Families on Track!” program served fewer clients and did not fully expend grant funds during the award period.  To date, the grant has served 78 clients and with the 12-month no-cost extension this number will increase to an estimated 70 percent of the project goal of 132 clients. During the extension, the program will continue to provide treatment services for both new and existing clients.

There is no fiscal impact by or through this item.

Authority for the Director of Administrative Services to sign this amendment is granted under Code Section 2-62 (a)(1) and the County Administrator Memorandum dated December 2, 2019.
