Approval of the Funding Agreement with WestCare Gulfcoast- Florida, Inc. (WestCare) for the enhancement and expansion of the Pinellas County Family Drug Treatment Court (FDTC).

 

                     Funding Agreement provides for an additional four full-time staff, including two counselors, a peer support coach, and a research assistant, to support the FDTC.

                     Funding in an amount not to exceed $792,750.00 over three years is provided through a grant from the U.S. Department of Justice (DOJ).

                     The Sixth Judicial Circuit and WestCare will provide in-kind match through additional program staff salaries. There is no cash match.

Summary:

This Agreement provides funding for enhancements and increased capacity in FDTC. The goal of FDTC is to intervene and provide services for adult parents with substance abuse and co-occurring mental health disorders who are involved with the justice system as a result of child abuse and neglect issues.  This Agreement and current grant award overlap the current FDTC in the first year and extend the program an additional three years.  WestCare will employ additional staff to continue providing behavioral health treatment plans to improve mental and social functioning among parents and families, and anticipates serving 173 participants during the full four (4) year grant period.

 

Background Information:

FDTC, established in 2016 through a three year (3) grant award, is a one-year voluntary program that seeks to stabilize parents using substance abuse treatment, parenting classes and frequent random drug testing. The goal is to reduce the incidence of substance use by participating parents, improve parenting skills, lower the incidence of drug exposed newborns and reduce reports of neglect or abuse.

As of July 2018, progress reports indicate that program goals are proceeding well. There have been no reported instances of parental rights termination, parents are attending parenting classes as outlined, the program has retained 87% of participants admitted, and the court anticipates that it will meet or exceed overall service goals.

 

Fiscal Impact:

Funding in an amount not to exceed $792,750.00 over three (3) years is provided through a grant from the US Department of Justice as follows:

Year 2     $324,326

Year 3     $324,326

 

The Sixth Judicial Circuit and WestCare provide the in-kind match through staff salaries.  There is no cash match.  This funding was not included in the Human Services Fiscal Year 2019 (FY19) Adopted Budget.  A Budget Resolution may be submitted in FY19 as a result of this award.
