Approval of Change Order No.1 with Gibraltar Construction and Change Order No.2 with New Vista Builders Group, Inc. for Job Order Contracting (JOC) facility maintenance, repair, and construction.

 

                     This contract is for JOC services for facility maintenance, repair and construction.

                     Change Order No.1 with Gibraltar Construction increases the contract by $3,000,000.00 due to required repairs to the exterior of Public Safety Campus Buildings to effect weatherproofing and refresh exterior paint.

                     Change Order No.2 with New Vista Builders Group increases the contract by $500,000.00 to effect funding pertaining to small maintenance and repair projects forecast for Fiscal Year 2021.

                     Change Order Nos.1 and 2 together increase the contract by $3,500,000.00.

                     All projects associated with these change orders are funded accordingly; these change orders provide a mechanism to initiate and complete work.   

                     Award of bid to was approved by the Board of County Commissioners on January 9, 2018.

 

Bid No. 167-0421-CP(PLU); Change Order No. 1 increases the contract amount by $3,000,000.00; Change Order No. 2 increases the contract amount by $500,000.00 for a total increase of $3,500,000.00 and a revised total contract amount of $23,500,000.00. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

Change Order No. 1 with Gibraltar Construction increases the contract by $3,000,000.00 due to award of a large project (Public Safety Campus Exterior) with a budget in excess of $3.6M.  This project, coupled with previous work, projects assigned for FY21, and future work under the contract necessitates the requested increase. 

Change Order No. 2 with New Vista Building Group increases the contract by $500,000.00. Justification for the increase request is due to minor construction projects forecast for FY21.

The Administrative Services Department will be pursuing a new and separate job order contract for larger projects, to be used in conjunction with this existing contract.

Background Information:

This contract provides JOC services for facility maintenance, repair and minor construction projects for Facilities and Real Property Division of Administrative Services Department.

On January 9, 2018 the Board of County Commissioners awarded work under this contract to five vendors in the amount of $4,000,000.00 each for a sixty (60) month term total of $20,000,000.00.

 

Fiscal Impact:

Original expenditure not to exceed:                        $20,000,000.00

Increase due to Change Order No. 1:                     $  3,000,000.00

Increase due to Change Order No. 2:                     $     500,000.00

Revised total expenditure:                                       $23,500,000.00

 

Funding for individual projects under this contract is derived from various Capital Improvement Program budgets and/or operating budgets.
