Recommended Action

Approval of the ranking of six firms for engineering, planning, and environmental services for the Roosevelt Creek Watershed Management Plan and award of agreement with the top ranked firm Singhofen & Associates, Inc. (Singhofen).

 

                     This contract is for professional engineering services to develop an updated watershed management plan for the Roosevelt Creek Watershed.

                     The project is critical for determining and prioritizing capital improvement projects for the respective watershed.

                     The award recommendation is to the number one ranked firm Singhofen & Associates Inc. per the Consultant Competitive Negotiation Act in the amount of $713,545.00.

                     Southwest Florida Water Management District and the City of Pinellas Park will be contributing $356,772.50 and $149,884.00, respectively for the work.  The balance of $206,888.50 will be the County’s portion.

                     Singhofen and both of their subconsultants are Small Business Enterprise certified for engineering, planning, and environmental services for 100% of the total award.

 

Contract No. 190-0042-NC (SS), in the amount of $713,545.00. The Roosevelt Creek Watershed Management Plan is expected to be completed within 1,460 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

The contract is for professional engineering services to develop the Roosevelt Creek watershed management plan (WMP). The watershed management plan will be used as a tool in the planning, regulation, and management of the watersheds for future development. This project will be critical for determining and prioritizing capital improvement projects for the watershed as well as determining floodplains. The County will seek reimbursement from cooperators Southwest Florida Water Management District (SWFWMD) and the City of Pinellas Park, as outlined in the fiscal impact section.

Background Information:

The most recent Roosevelt Creek WMP was completed in 2007, but the watershed has seen a great deal of development over the last 10 years. Furthermore, significant new capital improvement projects are planned in the watershed (e.g., the FDOT’s Gateway Expressway project, the County’s 126th Ave. North improvement project, and the County’s two SWFWMD co-funded water quality improvement projects). The County’s project will develop an updated WMP for Roosevelt Creek within the County and City of Pinellas Park jurisdictions. The WMP will be developed in general accordance with SWFWMD Guidelines and Specifications.

The final negotiated Agreement includes a not-to exceed amount of $713,545.00.  Inclusive of $648,677.00 for basic design services and $64,868.00 for owner contingency services. The County may seek reimbursement from Southwest Florida Water Management District (SWFWMD) for contingency funds utilized, if applicable.

A Request for Qualifications (RFQ) to comply with CCNA, per Florida Statute 287.055, was released on December 17, 2019; the negotiation and scoping process concluded November 2020.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Basic Services not-to-exceed:                      $648,677.00

Contingency:                      $  64,868.00

Total expenditure not-to-exceed:                      $713,545.00

 

Funding for this project is derived from collaborative partnerships with the SWFWMD. Funding from SWFWMD will be provided on a reimbursement basis.

 

The County’s share is derived from the Surface Water Utility Fund.
