Approval and execution by the County Administrator of Change Order No. 2 (final) with QRC, Inc. (QRC) for the Fiscal Year 2018-2019 potable and reclaimed water repair services.

 

                     The purpose of this work order type contract was to effectuate the repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County.

                     Change Order No. 2 (final) decreases the contract by ($415,312.34) due to the difference between estimated and final quantities required to construct the project. This change order closes the contract, and a new replacement work order contract was solicited and awarded.

                     Award of bid to QRC, Inc. was approved by the Board of County Commissioners on June 19, 2018 in the amount of $1,982,480.00; Change Order No. 1 increased the contract by $1,500,000.00 and was approved by the Board of County Commissioners on August 20, 2019.

 

Contract No. 178-0234-CP(PLU), PID No. 002246C; decrease in the amount of ($415,312.34) for a revised total contract amount of $3,067,167.66.

Summary:

Change Order No. 2 (final) decreases the Board approved expenditure by ($415,312.34) and accepts the contract as complete.  The project was substantially complete on May 7, 2020 and obtained final completion on June 11, 2020.  Liquidated damages do not apply as the County received substantial and beneficial use on May 7, 2020.  This change order closes the contract, and a new replacement work order contract was solicited and awarded.  Final inspections for all work performed under the contract were conducted by the representatives of the Utilities Construction Management Division.

 

Background/Explanation:

The Board of County Commissioners awarded the contract to QRC, Inc. on June 19, 2018 in the amount of $1,982,480.00.  Change Order No. 1 increased the expenditure by $1,500,000.00 and was approved by the Board on August 20, 2019.

The purpose of this contract was to effectuate the repair, rehabilitation, and replacement of potable and reclaimed water pipe at various locations throughout the County. Work includes but is not limited to directional drilling, emergency work, excavation, pipe installation, installation of valves and valve boxes, relocation and/or replacement of fire hydrants, restoration of roadway and disinfection of potable water pipe as part of the repair work.

 

Fiscal Impact:

Original Estimated expenditure not to exceed:             $1,982,480.00

Increase due to Change Order No. 1                            $1,500,000.00

Decrease due to Change Order No. 2 (final)              ($   415,312.34)

Revised Estimated total expenditure:                           $3,067,167.66
