• This contract consists of the upgrade of existing sidewalks, ADA ramps, and drainage infrastructure on Lakeview Road, from South Lincoln Avenue to Stevenson’s Creek.
• Work also includes utility removal and replacement work for the City of Clearwater.
• Five responsive bids were received with award recommendation to the lowest responsive responsible bid (Keystone) in the amount of $1,515,335.98.
• All work will be completed within 270 consecutive days.
• The Small Business Enterprise participation goal is 8% for this contract.

Summary:
Summary
The proposed project on Lakeview Road consists of roadway, drainage, and sidewalk improvements. The project limits are from South Lincoln Avenue to Stevenson Creek. The proposed improvements consist of upgrades to the existing sidewalks & ADA ramps to provide a continuous sidewalk, piping of existing deep upland cut ditches, roadway milling & resurfacing, and shoulder stabilization. The project will provide increased multimodal safety to both motorists and pedestrians. The proposed drainage swales will address motorist safety and provide additional water quality treatment for stormwater runoff.
Additionally, this project includes the removal and replacement of the City of Clearwater’s (City) utility facilities as part of a Joint Project Agreement (JPA) between the County and City. Approximately 850 linear feet of six-inch water main and 180 feet of eight-inch sanitary sewer pipe must be removed and replaced as part of this project.

Background Information:
The Public Works Department identified the need for roadway, pedestrian, and drainage improvements on Lakeview Road from previous work requests, on-site field inspections, and a preliminary engineering report completed by the consultant Lockwood, Andrews & Newnam, Inc. The Preliminary Engineering Report identified clear zone and safety concerns regarding the proximity of the deep roadside ditches. Water quality concerns noted the need for additional drainage inlets and piping of upland cut ditches discharging into Stevenson Creek. The Report also identified pedestrian concerns with sub-standard or missing sidewalks and ramps.
Fiscal Impact:
Expenditure not to exceed: $1,515,335.98
Funding is derived from the Capital Improvement Program Sidewalk Projects allocation (Penny for Pinellas) and City JPA. The JPA amount to be provided by the City to the County for utility right of way work in advance of project commencement is $342,693.75. The amount includes a five percent (5%) administrative component.
