Rejection of the bid from L&S Enterprises for being non-responsive as this firm is not pre-qualified with the County.

 

Approval of the award of bid to Himes Electric Company, Inc. for South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) lighting upgrades.

 

                     This project will include the installation of pole mounted single and dual head luminaires, accent lights, upgraded lighting in high traffic and hazardous areas, new lighting pole bases, new wire and conduit, modifications to existing electrical panels, and landscape restoration as needed for safety and security purposes at the SCBAWRF.

                     Two bids were received with award recommendation to the lowest, responsive responsible bidder, Himes Electric Company, Inc.

                     Recommend rejection of the bid from L&S Enterprises LLC as being non-responsive as the firm is not prequalified with the County.

                     The bid received from Himes Electric Company, Inc. was less than the projected engineering price estimate for this work and the Utilities Department is recommending proceeding with the award.

                     All work is expected to be completed within 365 consecutive calendar days.

                     The Small Business Enterprise goal is 10% for this contract.

 

Bid No. 190-0241-CP(PLU); PID No. 003756A; in the amount of $2,337,028.00 as the lowest responsive responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The purpose of this project is to maintain and improve exterior site lighting at the SCBAWRF as it relates to safety and security for operations staff to perform work related tasks at night.  Contract work will include the installation of pole mounted single and dual head luminaires, accent lights, upgraded lighting in high traffic and hazardous areas, new lighting pole bases, new wire and conduit, modifications to existing electrical panels, and landscape restoration as needed.

Background Information:

The exterior lighting at SCBAWRF has become more difficult to maintain as the existing fixtures and luminaires have required increased repair and replacement due to age and weather exposure. Utilities operations staff recommends upgrading the aged infrastructure to reduce lighting maintenance activities, standardizing the facility’s lighting fixtures and luminaires to improve future maintenance activities, utilizing energy efficient technologies, and increasing sustainability by reducing electrical power consumption.

Funds for this project are derived from the Capital Improvement Program: Physical Environment, Sewer Renewal & Replacement Fund, 003756A SCB Plant Lighting Upgrades.
