Recommended Action

Approval and execution by the County Administrator of Amendment No. 1 to the Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) for utility work located at the North County Satellite site.

 

                     County contractor uncovered an additional 1,600 cubic yards (CY) of unsuitable soil and 10,962 CY of clay soil.

                     Cost of additional work is $116,669.00 and will be reimbursed by FDOT.

                     A companion item will be presented for approval as Change Order No. 2 to the County’s construction agreement with Keystone Excavators, Inc. for this project.

 

FPN NO. 256774; PID No. 000759A; FDOT is increasing funding to the JPA by $116,669.00 to match the County’s construction cost increase.

Summary:

The FDOT is agreeing to increase JPA funding by $116,669.00 to match the County’s unanticipated construction cost increase, as part of the North County Satellite site project (PID 000759A).  The County is constructing and installing drainage outfall pipes on US 19/SR 55 for FDOT as part of this agreement.  This cost increase is due to the contractor uncovering an additional 1,600 CY of unsuitable soil and 10,962 CY of clay soil during excavation of the trenches to install FDOT’s concrete piping.  The County will be reimbursed the amount once construction is completed.

 

Background/Explanation:

Construction activity includes installation of approximately 770 linear feet of 66 inch concrete pipe, 8 linear feet of 54 inch concrete pipe, and 205 linear feet of dual 48 inch concrete pipes 10 to 24 feet deep, as well as installation of four (4) J-8 10 foot manholes 19 to 24 feet deep, and installation of approximately 40 linear feet of 48 inch steel pipe.  The North County Satellite site project represents construction of a new Household Electronics and Chemical Collection Center Facility in the North County area, and a student driving course.

 

Fiscal Impact:

Total estimated cost for the FDOT work is now $1,371,889.00, which includes the cost increase of $116,669.00 as part of this amendment.  Funding for payment to the County’s contractor is provided by the Solid Waste Renewal and Replacement Fund.  The FDOT will reimburse the County for construction activity in its Fiscal Year 2021 (FY21) (FDOT’s FY21 begins July 1, 2020 and ends June 30, 2021).  This agreement is included in Solid Waste’s FY 20 CIP budget for an amount of $1,255,220.00 in project 000759A North County Household Electronics & Chemical Collection (HEC) Facility Sufficient appropriation is available in the FY20 CIP budget to accommodate this increase.
