Approval and execution by the County Administrator of Amendment No. 2 to the Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) for utility work located at the North County Satellite site.

 

                     County contractor uncovered an additional 1,882 cubic yards of unsuitable soil.

                     Cost of additional work is $108,279.00 and will be reimbursed by FDOT.

                     A companion item will be presented for approval (Legistar Item. 20-2165A) as Change Order No. 3 to the County’s construction agreement with Keystone Excavators, Inc.

Summary:

The purpose of this Amendment is to increase the FDOT’s funding by $108,279.00 to match the County’s unanticipated construction cost increase at the North County Satellite site project (PID 000759A).  The County is constructing and installing drainage outfall pipes on US 19/SR 55 for FDOT as part of the construction agreement.  This cost increase is due to the contractor uncovering and disposing of an additional 1,882 CY of unsuitable soil found during excavation of trenches prior to installation of FDOT’s concrete piping. The County will be reimbursed the amount once construction is completed.

 

Background/Explanation:

Construction activity includes installation of approximately 770 linear feet of 66-inch concrete pipe, 8 linear feet of 54-inch concrete pipe, and 205 linear feet of dual 48-inch concrete pipes that are 10 to 24 feet deep, as well as installation of four (4) J-8 10-foot manholes  that range from 19 to 24 feet deep. In addition to concrete pipe, installation of approximately 40 linear feet of 48-inch steel pipe is included.  The North County Satellite site project represents construction of a new Household Electronics and Chemical Collection Center Facility in the North County area, and a student driving course.

 

Fiscal Impact:

Total estimated cost for the FDOT work is now $1,480,168.00, which includes the cost increase of $108,279.00 as part of this Amendment to the JPA.  Funding for payment to the County’s contractor is provided by the Solid Waste Renewal and Replacement Fund.  The FDOT will reimburse the County for construction activity in the County’s Fiscal Year (FY) 2021.  FDOT’s FY 2021 is July 1, 2020 through June 30, 2021.    The JPA with FDOT was included in Solid Waste’s FY 2020 Capital Improvement Program budget for an amount of $1,255,220.00 in Project Number 000759A North County Household Electronics & Chemical Collection (HEC) Facility.  This increase will be addressed during the FY22 budget development process.

Authority for the County Administrator to sign this amendment is granted under Code Section 2-62 (a)(2).
