Approval and execution by the County Administrator of Change Order No. 2 to the contract with Bayshore Construction, Inc. (Bayshore) for the Boardwalk Replacement Project at John Chesnut Sr. Park in Palm Harbor.

 

                     Change Order No. 2 extends the contract time by 180 consecutive calendar days as Public Works completed an American Disabilities Act (ADA) ramp at the Belleair boat dock in the amount of $33,810.00.  The Belleair boat dock ramp was an additional location and not part of the original contract.  This change order does not request an increase to the contract as the “unspecified work” pay item was utilized to complete the boat dock ramp.  

                     Change Order No. 1, approved by the County Administrator on February 14, 2019, provided an increase in the amount of $55,353.00 for rebuilding and replacement of the Lake Seminole Park observation platform due to fire damage.

                     The Board of County Commissioners approved the award of contract to Bayshore on April 10, 2018 for Boardwalk Replacement at John Chesnut Sr. Park in Palm Harbor.

 

Contract No. 178-0163-CP(PLU), PID No. 000039A; in the amount of $2,053,557.50, extending the Agreement term 180 days through February 13, 2020, with no change to the total contract amount.

Summary:

This change order is to extend the contract for additional work and location requested by the Parks Department.  This effort used available unspecified funds remaining on this contract.

The additional work located at the Belleair boat dock provided for the placement of a 55 linear foot ramp to provide ADA access to a beach area used by the public at the Belleair Boat Ramp Park. There have been numerous requests from the public and the City of Belleair Bluffs for installation of this ramp. During the reconstruction of a separate and prior project at the Boat Ramp Park, in conjunction with the Belleair Bridge Project, a dirt ramp was installed. The dirt ramp was non-ADA compliant and has since eroded making it unusable. 

 

Background/Explanation:

The Board of County Commissioners approved the award of this contract to Bayshore on April 10, 2018.

The purpose of this project, now completed, was for the removal and replacement of existing boardwalk deck and rail at John Chesnut Sr. Park. The existing sections of boardwalk and handrail were replaced with new composite decking material, which will require less maintenance and provide longer life than the older decking lumber.  Additionally, Change Order No. 1 provided for the rebuilding and replacement of the Lake Seminole Park observation platform due to fire damage.

 

Fiscal Impact:

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas).
