Approval and execution by the County Administrator of Change Order No. 1 with Bayshore Construction, Inc. for the boardwalk replacement project at John Chesnut Sr. Park.

 

                     The Board of County Commissioners (Board) awarded this contract on April 10, 2018 for the removal and replacement of existing boardwalk deck and rail at John Chesnut Sr. Park.

                     Change Order No. 1 provides (increase $55,353.00) for the rebuilding and replacement of the Lake Seminole Park observation platform utilizing current contract specifications and pricing.

                     The Lake Seminole Park observation platform requires replacement due to fire damage.

 

Contract No. 178-0163-CP (JJ); PID No. 000039A; in the amount of $ 55,343.00, for a revised total amount of $ 2,053,557.50 through August 31, 2019.

Summary:

Change Order No. 1 provides for the rebuilding and replacement of the Lake Seminole Park observation platform due to fire damage which occurred approximately two (2) years ago. The reconstruction of the Lake Seminole Park observation platform is intended to mirror current contract specifications.

At the time of the Lake Seminole Park fire, the County was finalizing plans and specifications for bidding of construction services for the boardwalk replacement project at John Chesnut Sr. Park.  To keep that project on schedule, and not impede the arson investigation, the John Chesnut Sr. Park project was advertised for construction services.  Now that the arson investigation is complete, the observation platform needs to be rebuilt.

 

Background/Explanation:

This contract was originally awarded by the Board on April 10, 2018 for the removal and replacement of existing boardwalk deck and rail at John Chesnut Sr. Park with new composite decking material; requiring less maintenance while providing longer asset life compared to existing decking lumber.

 

Fiscal Impact:

Original expenditure not to exceed:                                           $1,998,214.50

Increase due to change order no. 1:                                           $     55,343.00

 

Revised total expenditure:                                                                                     $2,053,557.50

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas): Culture and Recreation, Countywide Parks projects program allocation.  The County’s insurance deductible exceeds the cost of the change order, therefore, the County is responsible for the cost of the work at Lake Seminole Park.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
