Approval and execution by the County Administrator of Change Order No. 2 (final) with KAT for the McKay Creek Reclaimed Water Pump Station Valve improvement project.

 

                     The purpose of this project was to automate valves, install new flow meters and demolish an unused strainer assembly at the McKay Creek station.

                     The Board of County Commissioners (Board) awarded this project to KAT on August 7, 2018 in the amount of $1,144,956.64 and approved Change Order No. 1 on April 9, 2019 to add an alternate bypass system.

                     Agreement term is increased by forty-eight (48) consecutive calendar days as part of this change order.

                     Final construction completion occurred on December 5, 2019, with a reduction in cost of ($101,871.84), based on the difference between estimated and final quantities utilized.

 

Contract No. 178-0386-CP(PLU); PID No. 003207A; reducing the contract amount by ($101,871.84) for a revised total of $1,199,668.55.

Summary:

Change Order No. 2 (final) reduces the Board of County Commissioner’s approved expenditure by ($101,871.84) and accepts the contract as complete.  The project was substantially complete on December 4, 2019 and obtained final completion on December 5, 2019.  Liquidated damages do not apply, as the county received substantial and beneficial use on December 4, 2019.  Final inspection of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division.

All work has been completed in accordance with the construction contract documents. Final quantities have been tabulated resulting in a net decrease of ($101,871.84). This is the difference between estimated and final quantities and balance of unspecified work not used.

 

Background/Explanation:

This contract was originally awarded by the Board on August 7, 2018, in the amount of $1,144,956.64 for a total construction duration of 300 consecutive calendar days.  Change Order No. 1 was approved by the Board on April 9, 2019 to provide for an alternate bypass system for easier access to valves.

The purpose of the project was for automation of valves, installation of new flow meters and demolish an unused strainer assembly at the McKay Creek station. These improvements will increase the useful life of the facility and improve access to key equipment for efficient operations and maintenance by staff. The project will also improve the daily operation of reclaimed water service to customers in the south county area by replacing a manual system with an automated system which will improve consistency of reclaimed water pressure from the McKay booster station.

 

Fiscal Impact:

Original estimated expenditure not to exceed:                     $1,144,956.64

Increase due to Change Order No. 1:                                          $   156,583.75

Decrease due to Change Order No. 2 (final):                     ($  101,871.84)
