• This contract is for Cured in Place Pipelining rehabilitation of sewer pipes.
• Four bids were received with award recommendation to the lowest responsive responsible bid from Insituform in the amount of $463,670.30.
• Insituform will subcontract over $40K to Small Business Enterprise firms.
• All work is expected to be completed within 365 consecutive calendar days.
Bid No. 189-0430-CP(RO); PID No. 002747E; in the amount of $463,670.30 based on being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
The purpose of this project is to clean, video, and install cured in place pipe (CIPP) in existing 12" and 18" gravity sewers. In addition, the project will rehabilitate all existing manholes.
Background Information:
Sewer interceptor pipelines collect sewage flow from local collection sewer piping systems and convey the flow to treatment facilities. Interruption of flow to these pipes due to breaks, would impact a large number of sanitary sewer customers, and cause significant environmental and/or health concerns if pipe breaks occur and spill out of the piping system.
Recent evaluations of the sanitary sewer pipes in the North Lake Seminole project area have uncovered identifiable corrosion to manhole covers, and interior sewer walls due to severe groundwater infiltration. The rehabilitation process will include the installation of bypass pumping systems, cleaning out existing sediment/debris, and the installation of large diameter CIPP liners. It is anticipated the CIPP lining process will add at least twenty (20) years of service life to the pipe system.
Fiscal Impact:
Expenditure not to exceed: $463,670.30
Funding is derived from the Utilities Department Sewer Enterprise fund and is budgeted in the Capital Improvement Program: Physical Environment, Sewer Renewal and Replacement allocation.
