Approval of the award of bid to Kamminga and Roodvoets, Inc. for the Pinellas Trail and 54th Avenue North Drainage Improvement project.

 

                     The project consists of the construction of flood control measures to improve the level of service for structures and roads for a 255-acre sub-basin that ultimately discharges into Long Bayou.

                     Four bids were received with award recommendation to the lowest responsive responsible bid Kamminga & Roodvoets, Inc. in the amount of $2,985,248.93.

                     All work is expected to be completed within 420 consecutive calendar days.

 

Bid No. 189-0262 (RO); PID No. 000183A; in the amount of $2,985,248.93 on the basis of being the lowest responsive, responsible bid received meeting specifications.  Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this contract is to improve the primary drainage system to alleviate area flooding and improve the drainage outfall to the Gulf of Mexico in the vicinity of the Pinellas Trail and 54th Avenue North.  Improvements will include the construction of new storm sewer pipe, new inlets and ditch improvements to convey stormwater from the affected area.  Appropriate erosion and sediment control measures will be implemented as part of the project.

 

Background Information:

The proposed improvements will lower the 100-year floodplain elevation for structures and reduce the existing flooding problems for streets during the 10-year, 24-hour storm event, and increase the overall 255-acre system conveyance to Long Bayou providing subsequent additional drainage improvements in the watershed. Water quality benefits will be achieved through additional stormwater treatment of currently untreated areas.

 

Fiscal Impact:

Expenditure not to exceed:   $2,985,248.93

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and Cooperative Funding from The Southwest Florida Water Management District. The project is budgeted in the Capital Improvement Program: Physical Environment.
