Approval of the ranking of firms and agreement with Geosyntec Consultants, Inc. for engineering, planning, and environmental services for the South Creek Watershed Management Plan.

 

                     The contract is for engineering services to develop watershed management plan for the South Creek Watershed.

                     The project is critical for determining and prioritizing capital improvement projects for the respective watershed.

                     The award is recommended to the number one ranked firm Geosyntec Consultants, Inc. in the negotiated amount of $456,218.40.

 

Contract No. 178-0465-NC (SS), in the amount of $456,218.40 for forty-eight consecutive calendar months from the notice to proceed date. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The contract is for engineering services to develop the South Creek watershed management plan (WMP). The watershed management plan will be used as a tool in the planning, regulation, and management of the watersheds for future development.  This project will be critical for determining and prioritizing capital improvement projects for each respective watershed.

 

Background Information:

South Creek watershed is generally located in the in the northcentral region of the County with an area of approximately 4.6 square miles. The South Creek watershed lacks any formal WMP, this shall be the first effort to evaluate and model the watershed to this level. South Creek Watershed has seen a substantial increase of development and urbanization over the years, which has resulted in increased runoff and pollution. South Creek watershed abuts multiple watersheds including Brooker Creek, Lake Tarpon, Oldsmar, Smith Bayou, Curlew Creek and Possum Branch. South Creek Watershed drains to the east to Tampa Bay.

A contingency amount of $41,474.40 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County. The County may seek reimbursement from South West Florida Water Management District (WFWMD) for contingency funds utilized if applicable.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on July 25, 2018; the negotiation and scoping process concluded July 17, 2019.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Funding for this project is derived from collaborative partnerships with the SWFWMD. Funding from SWFWMD will be provided on a reimbursement basis.

 

The County’s share is derived from the Surface Water Utility Fund.
