Approval of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for the Long Key/Upham Beach Groin Replacement project.

 

                     This Agreement includes funding for remaining construction costs of four permanent T-head groins on Long Key/Upham Beach, and for the 2019 federal nourishment project at Upham Beach.

                     The Agreement represents FDEP funding for an amount up to $1,080,000.00, and County funding for an amount up to $1,080,000.00.

                     The Agreement expiration date is August 30, 2022.

Summary:

This agreement provides 50% reimbursement for the remaining costs associated with the recent construction of four (4) permanent T-head groins and the removal of the previous five (5) temporary geotextile groins at Long Key/Upham Beach, which was completed in October 2018.  Initial design and construction funding was reimbursed through a prior FDEP grant, 16PI2, that has since expired and funding depleted.

The agreement also includes 50% reimbursement for the County’s share of the 2019 federal nourishment of Upham Beach, which will provide for a cost distribution of 62.7% Federal, 18.65% State, and 18.65% County.

 

Background Information:

Five temporary geotextile T-head groins were installed in the Gulf of Mexico between 66th Avenue and 71st Avenue (known as Long Key/Upham Beach) during 2005-2006.  The temporary structures were constructed as an experimental project to determine the effectiveness of the groins and to analyze potential down-drift impacts prior to the installation of permanent structures. 

The temporary structures performed as designed with no observed negative down-drift impact.  Based on the performance of the temporary geotextile T-head groins, FDEP and the United States Army Corps of Engineers issued permits to the County for the installation of permanent rock structures.

The nourishment of Upham Beach project, awarded by the U.S. Army Corps of Engineers (Corps), was completed in June 2019.  The total construction cost is anticipated to be $3.5 million, of which this agreement will fund up to 50% of the County’s share of costs associated with this project.  This nourishment project is the ninth nourishment of Upham Beach, which includes the initial project in 1980, the last project completed in 2014, and the most recent project completed in June 2019.

 

Fiscal Impact:

Funding for this project is budgeted in the Coastal Management section of the County’s Capital Improvement Program.  The FDEP is providing 50% of project cost reimbursement for construction of four (4) rock groins at Long Key/Upham Beach. The beach nourishment portion of the grant for Upham Beach will be cost shared at 62.7%, 18.65%, and 18.65% with Federal, State, and County funds, respectively.  The local (County) portion will be paid by the Tourist Development Tax. The State will reimburse eligible tasks at 50% for an amount up to $1,080,000.
