Recommended Action

Approval and execution by the County Administrator of Change Order No. 1 for a time only extension to the grant agreement with the Florida Department of Environmental Protection (FDEP) for the beach erosion control project known as Long Key/Upham Beach Groin Replacement.

FDEP grant agreement no. 16PI2, and County PID no. 000219A and 001514A.

-  The due date for the groin construction was October 31, 2018. Due to contractor delays and red tide, this milestone was not achieved. The amendment is needed to update this milestone for reimbursement.
-   This change order extends the due date for groin construction from October 31, 2018 to December 31, 2018. 
-   The upcoming 2019 nourishment and monitoring tasks will be covered in a separate agreement.

Summary:

This change order extends the due date for task 3.3A from October, 31, 2018 to December 31, 2018 so that 50 % reimbursement can be received. 

 

Background/Explanation:

The Board of County Commissioners approved the original agreement on December 13, 2016 for reimbursement of 50% of project costs for the design and construction of four (4) rock groins at Upham Beach for an amount up to $5,735,000.

The agreement provides 50% cost reimbursement for the construction of four (4) permanent T-head groins and the removal of the remaining five (5) temporary geotextile groins which were completed on October 18, 2018.  The project limits extend for approximately 1,930 feet of shoreline located on Long Key at Upham Beach. The agreement also provided for the post-construction nourishment and monitoring activities.  The nourishment is expected to begin spring 2019 and will be incorporated into a new grant agreement, along with the required monitoring.
