Approval of the award of bid to KOBO Utility Corp. (KOBO) for the installation of navigational aids at the St. Pete-Clearwater International Airport (Airport).

 

                     This project consists of the installation of precision approach path indicator systems on Airport runways.

                     Award of bid to KOBO, the sole responsive, responsible bidder in the amount of $265,150.00.

                     All work is expected to be completed within one hundred consecutive calendar days.

                     This is very specialized work requiring two solicitations to achieve one responsive submittal.  Due to the amount of capital work being performed regionally, contractors are very selective in the project they pursue.

 

Bid No. 189-0397-CP(LN); PID No. 004087A; in the amount of $265,150.00 on the basis of being the sole responsive, responsible bid received meeting specifications; all work is expected to be completed within one hundred consecutive days.  Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

This project consists of the installation of temporary precision approach path indicator systems (navigational aids) for Airport runway 18-36.  These temporary systems are critical to the Runway 18-36 Rehabilitation Project that will be before the Board of County Commissioners for award consideration in August.  The temporary navigational aids must be installed and tested before the Rehabilitation Project begins.  The temporary navigational aids are taking the place of the permanent navigational aids during construction and will be removed afterwards as construction dictates the navigational aids be shifted throughout the Project duration.    

 

Background Information:

On April 12, 2019, the Purchasing Department, on behalf of the Airport, released a bid with the intent to establish a contract for navigational aids with no response received.

On May 24, 2019, the Purchasing Department re-solicited this requirement and received two approved qualification submittals of which one submitted pricing.  The low response is attributable to the construction industry experiencing higher than predictable construction costs and a shortage of skilled labor resulting in contractors being selective in the projects they pursue. 

The work will be performed after normal business hours to minimize disruption to Airport operations and is expected to be completed within one hundred (100) consecutive days.

The invitation to bid included an alternate to also include runway 4 due; to the pricing received, this alternate is not recommended for award.

 

Fiscal Impact:

Total expenditure not to exceed $265,150.00

 

Funding is derived from the Airport Capital budget.
