Approval of the award of bid to Cemex, Inc. and Concrete on Call, Inc. for requirements of concrete mix materials for the Tampa Bay Area Purchasing Cooperative (Cooperative).

 

                     Award of bid to Cemex, Inc. for ready mix concrete for a total amount of $2,450,935.00.

                     Award of bid to Concrete on Call, Inc. for batch mix concrete for a total amount of $992,010.00.

                     Three bids were received for this solicitation.

                     This Cooperative contract, administered by the County, contains requirements for the County and the cities of Clearwater, Dunedin, Oldsmar and Tarpon Springs.

 

Contract No. 189-0194-B(RO) in the annual amount of $688,589.00 for a sixty-month term total of $3,442,945.00 on the basis of being the lowest, responsible bids received meeting specifications.

Summary:

This Cooperative contract administered by the County, provides for the supply and delivery of batch mix and ready mix concrete materials for the County including requirements from the cities of Clearwater, Dunedin, Oldsmar and Tarpon Springs.  Cooperative participants are responsible for issuance of their own purchase authorizations.

The contract total includes $50,000.00 for unspecified materials for the purpose of addressing items not delineated in the specifications.

This sixty (60) month contract contains a provision for price adjustments at twelve (12) month intervals after the date of award and thereafter annually for the life of the contract, based upon the Producer Price Index for Ready-Mix Concrete.

 

Background Information:

On March 15, 2019, the Purchasing Department, on behalf of the Public Works Department and the Cooperative, released an invitation to bid with the intent to establish a contract for supply and delivery of concrete mix materials.  The invitation to bid contained requirements for onsite batch mix, ready mix, and other materials for mesh, flowable fill and pumping services.

 

Fiscal Impact:

County estimated sixty (60) month expenditure not to exceed:      $1,611,005.00

 

Cooperative total sixty (60) month expenditure not to exceed:       $1,831,940.00

 

Estimated annual expenditure not to exceed:                                  $688,589.00

 

Funding is derived from various operational or capital improvement program budgets of departments utilizing this contract.  Cooperative agencies are responsible for their respective funding sources.
