Approval of Change Order No.2 with Walbridge Aldinger, LLC for the Customs and Border Protection Improvement project at the St. Pete-Clearwater International Airport (Airport).

 

                     Extension of sixty-two days to the contract for Airport border protection improvements.

                     Increase of $345,297.53 for material and labor costs to meet building codes.

                     Contract was originally awarded by the Board of County Commissioners on August 21, 2018 to renovate the existing Federal Inspection Facility to US Custom and Border Protection Design Standards.

                     Additional work is required to fire spray roof trusses and update electrical boxes to meet building code requirements.

 

Contract No. 178-0305-CP (LN); PID No. 002878A; increase in the amount of $345,297.53, for a revised contract total of $7,057,784.53 extending the contract through October 28, 2019.

Summary:

Change Oder No. 2 is for an extension of sixty two consecutive days and to increase contract in in amount of $345,297.53.  Demolition of the suspended ceiling in the renovation area revealed that it lacked a one (1) hour fire rating as required by current building codes.  Change Order No. 2 provides the time and funding to compete the tasks involved (fire spray to the existing roof trusses, modification to existing electrical conduits/boxes, etc.) to bring this area to current building code requirements.

 

Background Information:

The scope of this project consists of renovation of the existing Federal Inspection Services facility at the Airport due to new U.S. Customs and Border Protection Design Standards. The Board of County Commissioners awarded this contract on August 21, 2018. Change Order No.1 added twenty eight (28) days to the contract and was approved by the County Administrator on January 14, 2018.

 

Fiscal Impact:

Original approved total expenditure:  $6,712,487.00

Change Order No. 1 - Time Only:         -0-

Change Order No. 2 - Increase          $    345,297.53

Revised contract amount:                   $7,057,784.53

 

Funding for this project may be derived from the Federal Aviation Administration (FAA) annual entitlement grant for FY2018 (Granicus #18-963A) and a Florida Department of Transportation (FDOT) Joint Participation Agreement (JPA) that was approved by the Board of County Commissioners on June 19, 2018.  All change orders are addressed at grant close-out.  The FAA will examine the change order to see if it will approve the change as an unforeseen condition and then grant the necessary funding.  If the FAA does not approve the change as an unforeseen condition, then the Airport Fund will be responsible to fund the change.
