Approval of the Interlocal Agreement with the City of Tarpon Springs for the planning, engineering, and design phase of the Anclote River dredging project.

 

                     Provides up to $300,000.00 to the City on a reimbursement basis.

                     The City is the designated local sponsor, in partnership with the U.S. Army Corps of Engineers, for improving navigable conditions within the Anclote River Federal Navigation Channel.

                     Agreement is effective through September 30, 2020.

 

Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This agreement will provide up to $300,000.00 to reimburse the City of Tarpon Springs for work performed by the U.S. Army Corps of Engineers to initiate the Planning, Engineering, and Design Phase of the Anclote River dredging project.  Since last dredged in 1998, sediment build-up has made the Anclote River unnavigable for many vessels.  This has negatively impacted marine and tourist-related businesses, including boat builders, docking facilities, and other boating-related businesses.  The dredging project is needed to improve navigable conditions within the Anclote River Federal Navigation Channel.

 

Background Information:

The County previously executed an Interlocal Agreement with the City of Tarpon Springs in 1998 to fund up to $659,000.00 to design and construct a spoil site required for the previous Anclote River dredging project.  The County reimbursed the City $377,000.00 for design and construction expenses related to the spoil site.  The overall cost of the entire dredging project was $2.2 million.  The Army Corps estimated the next dredging project will cost about $3.5 million. The Anclote River dredging project was part of the Board’s FY18 federal and state legislative priorities, and the funding has been appropriated at the state and federal level to match the County’s funds.

 

 

 

Fiscal Impact:

The total cost to the County will not exceed $300,000.00.  Funds are budgeted in the Public Works Environmental Management Division, Coastal Resources FY19 Adopted Budget, and will be paid from the General Fund.  This project was originally approved as a decision package for the FY17 Adopted Budget and the appropriation has been carried forward due to project delays.
