Approval and execution by the County Administrator of the Second Interlocal Agreement with the City of Tarpon Springs (City) for the Federal Anclote River Dredge Project (Project).
• Provides to City $214,176.08 in unused funds paid to U.S. Army Corp of Engineers (USACE) for the Project to be reinvested in other qualifying Project costs - Federal Navigation Channel only.
• County and City entered into Original Interlocal Agreement that provided County reimbursement of City funds of up to $300,000.00 and has now expired.
• The City is the designated local sponsor, in partnership with the USACE.
• This Second Interlocal Agreement will be reviewed and approved by City Commission in early to mid-December.
Agreement term is two (2) years from date of full commencement, in an amount not to exceed $214,176.08. Agreement must be filed with the Clerk of the Circuit Court, which completes full commencement.Body

Summary:
The Second Interlocal Agreement authorizes use of unused funds of $214,176.08, currently held by the USACE, to be refunded to the City. The funds will then be used for additional project costs associated with the dredge spoil site management, control, oversight and restoration in Federal costs only. The original agreement with the City provided up to $300,000.00 in reimbursement for work performed by the USACE to initiate the planning, engineering, and design phases of the Federal Anclote River Dredge Project.
Background/Explanation:
Since last dredged in 1998, sediment build-up has made the Anclote River unnavigable for many vessels. This has negatively impacted marine and tourist-related businesses, including boat builders, docking facilities, and other boating-related businesses. The dredging project is needed to improve navigable conditions within the Anclote River Federal Navigation Channel.
Fiscal Impact:
Refunded funds of $214,176.08 currently held by the USACE will be used by the City for Project expenses associated with the dredge spoil site management, control oversight and restoration. The full amount was paid in FY20 to the City of Tarpon Springs by the County, the Interlocal will allow the balance of those funds to be used, this agreement will have no impact on the Public Works FY22 Budget.
