Approval of the award of bid to M.T.M. Contractors, Inc. for the Haines Road (CR 691) Phase II - 60th Avenue North to U.S. Highway 19 project.

 

                     This project involves the reconstruction of roadway to provide for improved traffic flow and safety improvements, addition of bike lanes and turn lane improvements, a closed road drainage system, and City of St. Petersburg water main relocation through a Joint Project Agreement.

                     Six bids were received with award recommended to the lowest responsive responsible bid M.T.M. Contractors, Inc. in the amount of $4,897,753.35.

                     All work is expected to be completed within 730 consecutive calendar days.

                     Close coordination for the advancement of this project was conducted with the local residents and businesses.

 

189-0118-CP (JJ); PID No. 002106A in the amount of $4,897,753.35 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this contract is to reconstruct the roadway to provide a two lane urban roadway, designated four (4) foot bike lanes, address Americans with Disabilities Act (ADA) safety with new sidewalk and pedestrian crossings, turn lane improvements, and new signal mast arms at the intersections of Haines Road and 62nd Ave. North, and 31st Street North.  Construction activities also include full depth pavement replacement, access management and urban driveway improvements, a closed roadway drainage system, sanitary sewer improvements, and City of St. Petersburg Joint Project Agreement water main relocations.

Traffic flow and safety will be improved with the addition of bike lanes, turn lane improvements, closed drainage system of curb opening inlets and pipes, and curb and gutter on both sides of the roadway. Construction will take place in segmented phases with approved detours around construction.

 

Background Information:

The Public Works Transportation Division, through the Capital Improvement Program (CIP), has identified the need to provide roadway improvements on Haines Road North, from 60th Avenue North to U.S. Highway 19 in St. Petersburg.  Prior to 2010, the original project limits were from I-275 to U.S. Highway 19.  In 2010, the project was removed from the CIP, but added back in 2015 as two projects: PID No. 000147A from 51st Ave to 60th Ave., and PID No. 002106A Haines Road - 60th Ave to U.S. Highway 19.  County PID No. 000147A was re-designed and construction completed in 2018, while PID No. 002106A was redesigned and is now ready for construction through approval of this contract.

 

Fiscal Impact:

Expenditure not to exceed: $4,897,753.35

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas), and City of St. Petersburg JPA funding of $544,064.00.
