Approval and execution by the County Administrator of Change Order No. 1 (final) with MTM Contractors, Inc. for the Haines Road (CR 691) Phase II - 60th Avenue North to US 19 project.

 

                     This project was for the reconstruction of roadways to provide for improved traffic flow and safety improvements, addition of bike lanes and turn lane improvements, a closed road drainage system, and City of St. Petersburg water main relocation through a Joint Project Agreement (JPA).

                     Change Order No. 1 (final) decreases the contract amount by ($442,983.96) resulting from the difference between original estimated and final quantities used and the balance of unspecified work not used.

                     The project required a 114-day extension for structure modifications necessary due to unforeseen field conditions for a total revised contract duration of 844 consecutive calendar days.

                     The project was awarded by the Board of County Commissioners (Board) on April 9, 2019 in the amount of $4,897,753.35 with substantial completion achieved on June 2, 2021.

Summary:

The purpose of this contract was for the reconstruction of the roadway to provide a two-lane urban roadway, designated four (4) foot bike lanes, address Americans with Disabilities Act (ADA) safety concerns with new sidewalk and pedestrian crossings, turn lane improvements, and new signal mast arms at the intersections of Haines Road and 62nd Ave. North, and 31st Street North. In addition, this project included a full depth pavement replacement, access management and urban driveway improvements, a closed roadway drainage system, sanitary sewer improvements, and a JPA for water main relocations with City of St. Petersburg.

The project required a 114-day extension to the Agreement. This was necessary due to structure modifications necessary due to unforeseen field conditions.

 

Background/Explanation:

The Board awarded the contract to MTM Contractors, Inc. on April 9, 2019 in the amount of $4,897,753.35. The project was substantially complete on June 2, 2021, with final completion achieved on September 20, 202. Final inspection for all work performed under the contract was conducted by representatives of the Public Works Management Division.

Public Works Transportation Division, through the Capital Improvement Program (CIP), identified the need to provide roadway improvements on Haines Road North, from 60th Avenue North to U.S. Highway 19 in St. Petersburg. Prior to 2010, the original project limits were from I-275 to U.S. Highway 19. In 2010, the project was removed from the CIP, but added back in 2015 as two projects: PID No. 000147A from 51st Ave to 60th Ave., and PID No. 002106A Haines Road - 60th Ave to U.S. Highway 19. County PID No. 000147A was re-designed and construction completed in 2018, while PID No. 002106A was redesigned for this contract.

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas), and City of St. Petersburg JPA funding of $544,064.00.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Change Order is granted under Code Section 2-62 (a)(3).
