Approval of the ranking of firms and agreement with Wood Environment and Infrastructure Solutions, Inc. (Wood Environmental) for professional engineering, planning, and environmental services for the Lake Tarpon and Brooker Creek watershed management plans.

 

                     The contract is for professional engineering services to develop watershed management plans for Lake Tarpon and Brooker Creek watersheds.

                     The project will be critical for determining and prioritizing capital improvement projects for each respective watershed.

                     The award is recommended to the number one ranked firm Wood Environmental in the amount of $1,241,733.00.

                     Wood Environmental is the new corporate name of Amec Foster Wheeler Environment and Infrastructure (Amec) (original submittal received under Amec). 

 

Contract No. 178-0160-NC (SS), in the amount of $1,241,733.00 for forty-eight consecutive calendar months from the notice to proceed date. Authorize the Chairman to sign and the Clerk of Court to attest.

Summary:

The contract is for professional engineering services to develop watershed management plans for Lake Tarpon and Brooker Creek Watersheds. Both watershed management plans will be used as a tool in the planning, regulation, and management of the watersheds for future development.  This project will be critical for determining and prioritizing capital improvement projects for each respective watershed.

The firms in order of ranking are attached on the ranking spreadsheet. 

Since the ranking, Amec Foster Wheeler Environment & Infrastructure, Inc., the original proposer, had a corporate name change to Wood Environment & Infrastructure Solutions, Inc.

 

Background Information:

The Lake Tarpon watershed has an area of roughly 19 square miles and is the largest lake in Pinellas County, with a surface area of roughly 4 square miles. The Lake Tarpon watershed has seen substantial increase of development and urbanization, which has resulted in increased runoff. Due to construction projects by both U.S. Army Corps of Engineers and Southwest Florida Water Management District (SWFWMD), Lake Tarpon solely outfalls through the canal to the south which drains to Tampa Bay.

A contingency amount of $112,885.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County. The County may seek reimbursement from SWFWMD for contingency funds utilized if applicable.

The Brooker Creek watershed contains 37 named lakes, multiple wetlands and the watershed’s namesake, Brooker Creek. Brooker Creek is the primary tributary to Lake Tarpon. The Brooker Creek watershed spans approximately 48 square miles (32 square miles in Hillsborough County and 16 square miles in Pinellas County), flowing from northwest Hillsborough County to Pinellas County.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on January 26, 2018; the negotiation and scoping process concluded January 2019.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Funding for this project is derived from collaborative partnerships with the SWFWMD. Funding from SWFWMD will be provided on a reimbursement basis.

 

The County’s share is derived from the Surface Water Utility Fund.
