Approval of the award of bid to Cone & Graham, Inc. for the intersection improvements project on Betty Lane at Sunset Point Road.

 

                     Contract for Americans with Disabilities improvements including new sidewalks and pedestrian crossings on Betty Lane at Sunset Point Road.

                     Award to lowest responsive, responsible bidder Cone & Graham Inc.

                     Project includes a Joint Project Agreement with the City of Clearwater.

                     Project is partially grant funded by the Southwest Florida Water Management District.

 

Bid No. 178-0516-CP (JJ); PID No. 001018A; in the amount of $ 3,150,991.20 on the basis of being the lowest responsive, responsible bid received meeting specifications. All work is expected to be completed within 700 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this project is to construct turn lane improvements, address Americans with Disabilities (ADA) safety concerns with new sidewalks and pedestrian crossings, install new signal mast arms at Betty Lane, install a new bridge and box culvert cross drains at Lower Spring Branch, full depth pavement replacement from Pineland Drive to King's Highway, and milling and resurfacing to complete the Douglas Avenue to King's Highway corridor.

The project also includes a Joint Project Agreement (JPA) with the City of Clearwater for utility relocations.

 

Background Information:

Through this project, traffic flow will be improved with the addition of turn lanes at Betty Lane, overall maintenance will be reduced with new construction, and improvements to Lower Spring Branch will be consistent with the Stephenson Creek Basin Study previously conducted.  Construction will take place in four phases with approved detours around the construction phases.  Close coordination was also conducted with the City of Clearwater, the Pinellas Suncoast Transit Authority and the Pinellas County School Board to minimize impacts to their routes.

 

Fiscal Impact:

Expenditure not to exceed: $3,150,991.20

 

Funding is derived from the Local Option Infrastructure Sales Surtax (Penny for Pinellas) in the amount of $2,327,757.20, City of Clearwater JPA funding in the amount of $323,234.00, and SWFWMD grant funding in the amount of $500,000.00.
