Approval and execution by the County Administrator of Change Order No. 2 (Final) for Betty Lane at Sunset Point Road Intersection Improvements (PID No. 001018A)

 

                     The purpose of this project was to construct turn lane improvements, new bridge and box culvert cross drains at Lower Spring Branch, full depth pavement replacement from Pineland Drive to King's Highway and milling and resurfacing to complete the Douglas Avenue to King's Highway corridor.

                     Change Order No. 2 Final decreases the contract amount by ($181,656.68) and extends the contract duration by eighty-one (81) consecutive calendar days.

                     Final pay quantities have been computed for the Project and are adjusted to reflect the difference between the preliminary estimated and final quantities.

                     This contract was approved by the Board of County Commissioners (Board) on January 8, 2019, in the amount of $3,150,991.20 with a completion schedule of seven hundred eight one (781) consecutive calendar days. Change Order No. 1 approved by the Board of County Commissioners on September 22, 2020 increasing the contract amount by $317,245.88.

 

 

Contract No. 178-0516-CP decreases the contract amount by ($181,656.68) for a revised total contract amount of $3,286,580.40 and extends the Agreement term by eighty-one (81) consecutive calendar days.

Summary:

Change Order No. 2 Final decreases the contract amount by ($181,656.68) and extends the contract duration by eighty-one (81) consecutive calendar days. Final pay quantities have been computed for the Project and are adjusted to reflect the difference between the preliminary estimated and final quantities.

The project was substantially complete on January 12, 2021 and obtained final completion on April 27, 2021.  Liquidated damages do not apply, as the county received substantial and beneficial use on January 12, 2021.  Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division.  All work has been completed in accordance with the construction contract documents.  The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified as-builts required, final approval of Southwest Florida Water Management District (SWFWMD) and Army Corp permits, Engineer of Record final acceptance and approval, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice. Final quantities have been tabulated, resulting in a net decrease of ($181��656.68).  This is the difference between estimated and final quantities.

The purpose of this project was to construct turn lane improvements, address Americans with Disabilities (ADA) safety concerns with new sidewalks and pedestrian crossings, install new signal mast arms at Betty Lane, install a new bridge and box culvert cross drains at Lower Spring Branch, full depth pavement replacement from Pineland Drive to King's Highway, and milling and resurfacing to complete the Douglas Avenue to King's Highway corridor.  The project also included a Joint Project Agreement (JPA) with the City of Clearwater for the purpose of utility relocations.

 

Background/Explanation:

This project, also known as SWFWMD N915 Lower Spring Branch Creek at Sunset Point Road, was the first phase of a four phase SWFWMD grant with the City of Clearwater.  Through this project, traffic flow is improved by the addition of turn lanes at Betty Lane. Overall maintenance is reduced with new construction and improvements to Lower Spring Branch are consistent with the Stephenson Creek Watershed Study previously conducted. Construction took place in four (4) phases with approved detours around the construction phases. Close coordination was also conducted with the City of Clearwater, the Pinellas Suncoast Transit Authority, and the Pinellas County School Board to minimize impact to their routes.
