Approve and execute the agreement with Pinellas County Urban League, Inc. (PCUL) for the Urban Youth Empowerment Program (UYEP).

 

                     This Agreement provides funding to PCUL to support UYEP for youth ages 14-24 who are considered at-risk and reside in targeted communities within Pinellas County. UYEP works with youth to remove barriers to economic and educational success by providing comprehensive workforce and career development support, as well as wraparound case management support to include: legal assistance, housing assistance, transportation, mental and physical healthcare, dropout prevention services, and educational support.  This Agreement will provide funding for services retroactive to October 1, 2018, and is expected to serve 100 individuals during the fiscal year.

 

                     General Fund non-recurring $276,300.00.

Summary:

This Agreement provides funding to Pinellas County Urban League, Inc. (PCUL) to support UYEP for youth ages 14-24 who are considered at-risk and reside in targeted communities within Pinellas County. Background Information:

PCUL was founded in 1978 and provides workforce development, health initiatives, and education and financial empowerment for underserved populations.  At the local level through UYEP, PCUL expects that 30% of program participants will complete an internship or be placed in unsubsidized employment, 25% will be placed in post-secondary education or obtain certification, and 70% will increase life and employability skills, as well as complete financial empowerment training.  The National Urban League supports the UYEP in approximately 14 cities nationwide, with over 1,000 youth served annually.

The expiration of the grant is June 30, 2022.

 

Fiscal Impact:

Pursuant to decision package approval, non-recurring funding in an amount not to exceed $276,300.00 has been included in the Human Services’ General Fund appropriation in the Fiscal Year 2019 Adopted Budget.
