Approval of the award of bid to Southern Underground Industries, Inc. for the McMullen Booth Road and State Road 580 water main improvement project.

Bid No. 178-0442-CP (JJ); PID No. 003226A; in the amount of $1,255,203.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. All work is expected to be completed within 240 consecutive calendar days. Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

The purpose of this contract is to furnish and install new 16-inch diameter water main along North McMullen Booth Road to the intersection of SR 580. Work includes, but is not limited to: open cut and horizontal directional drilling, excavation, pipe installation, installation of valves and valve boxes, restoration of roadway, and the disinfection of the potable water pipe after installation.

 

Background Information:

In December 2015, the County contracted with Brown and Caldwell to perform a hydraulic evaluation of the three (3) large diameter (36-inch, 48-inch, and 60-inch) transmission mains in the north County water distribution system, which is generally described as the area between the S.K. Keller Water Treatment Plant on Old Keystone Road, to the North Booster Station located near US-19 and Evans Road.  The evaluation results determined one of the areas requiring additional engineering design and coordination included a pipe segment along the 48-inch main near the intersection of north McMullen Booth Road and SR 580. It was discovered that upon isolating this pipe segment, water supply to the nearby residential neighborhood, commercial areas, and the wholesale connection to Safety Harbor was affected.  This proposed new 16-inch parallel water main will allow the County to isolate the 48-inch transmission main pipeline for future maintenance or repairs as needed, while still providing water supply at adequate pressures (>30 psi) to the nearby residential neighborhood, commercial areas, as well as the wholesale connection to Safety Harbor.

 

Fiscal Impact:

Expenditure not to exceed: $ 1,255,203.00

 

Funding is derived from the Capital Improvement Program: Physical Environment, Water Renewal & Replacement allocation.  The source of funding is provided by Utilities Enterprise Water Funds.
