Approve Second Amendment to the Funding Agreement with Personal Enrichment Through Mental Health Services, Inc., (PEMHS) to incorporate funding for Suncoast Center, Inc.’s Forensic Focused Outreach Program (FFO) staff to allow better alignment into the Integrated Case Management Pilot (Pilot). 

Additionally, Approve the cancellation letter to Suncoast Center, Inc. for FFO to allow funds to be subcontracted through PEMHS.

Summary:

This Amendment revises the PEMHS agreement scope to integrate the existing FFO into the Pilot through PEMHS for better alignment and service coordination. 

Currently, FFO staff are assigned to co-locate with the program under a separate agreement with the County in order to align as part of the team.  FFO operation under a separate agreement has demonstrated barriers with staff oversight, supervision, case development, and clear staff roles.  The Pilot Steering Committee has requested, with PEMHS and Suncoast Center in agreement, that the FFO program be incorporated directly into PEMHS agreement to ensure effective alignment of staff. 

There is no additional expense with this change.

 

Background/Explanation:

In June 2018, Pinellas County coordinated implementation of the Pilot to accomplish an Integrated Case Management model in the community with resources aligned from several partner agencies.  The Pilot has been named the Pinellas Integrated Care Alliance and a Steering Committee has been established between the County, The Pinellas County Sheriff’s Office and Central Florida Behavioral Health.

In the design, PEMHS has been designated as the coordinating entity for the Pilot team.  As part of the Pilot, County-funded BayCare Behavioral Health (BayCare) staffing were realigned from a Triage project that was initially established under a state grant and incorporated into the PEMHS agreement.  FFO staff were assigned to co-locate as part of the Pilot under a separate County agreement.

The Pilot has been up and running for about three months and has received over 60 referrals of high need clients with over 40 becoming active cases and enrollments.  The Pilot works with these clients for connection to critical services and resources.  The initial successes are discussed at regular Steering Committee meetings in order to review progress, make adjustments to program design, and determine next steps.  As part of the review, the Steering Committee has determined that integration of FFO through the PEMHS agreement would better streamline the staffing as part of the team and would reduce specific supervision barriers created from a separate agreement.

This amendment will add the FFO staffing as a subcontract through PEMHS valued at $155,570.00.  PEMHS will be responsible for the subcontracting agreement with Suncoast Center, Inc. and will ensure the staffing are fully integrated with the Pilot.

As a companion to the amendment, a cancellation letter is included for signature to end the existing FFO agreement under the County so funding can be released to PEMHS for subcontracting.  Both PEMHS and Suncoast Center, Inc. have been included in discussions for this change.

 

Fiscal Impact:

Funding in the amount of $155,570.00 has been included in the Fiscal Year 2019 (FY19) adopted budget for Human Services to support the current contract for FFO through Suncoast Center Inc. This Amendment reallocates the $155,570.00 through PEMHS for FFO staffing to support better integration into the Pilot.

 

Total Pilot funding in FY19 is $500,000.00 ($344,430.00 allocated to PEMHS for Pilot supervision and BayCare services in the First Amendment and Renewal and $155,570.00 allocated to PEMHS for FFO services through this Amendment).
