Approve the First Amendment with BayCare Behavioral Health, Inc. (BayCare) for behavioral health assessments and brief intervention services for Healthcare for the Homeless (HCH) clients at Bayside Clinic and other community sites.

Summary:

Amendment extends services for three months to allow BayCare to provide critical crisis intervention and prevention to vulnerable HCH clients and other populations within the community.  BayCare staff will provide immediate assessments and brief interventions which may include multiple visits to resolve short-term concerns to clients identified through behavioral health screening conducted by primary care staff.

The Amendment extends the expiration date of the Agreement to June 30, 2018.  The extension allows the services to continue uninterrupted while pursuing migration into an integrated case management model that is being planned.  

 

Background/Explanation:

Immediate access to behavioral health support has the potential to reduce non-urgent emergency room visits and hospitalizations caused by untreated mental illness or substance abuse.  BayCare will continue to provide staff on-site at the Bayside Health Clinic and co-located in community locations.

The original Agreement with BayCare commenced on October 1, 2017 for a six month period to continue critical services that were initially established by a grant from the Agency for Health Care Administration (AHCA).  During the six month period, BayCare staff served 254 unduplicated clients, 11 of which were connected with crisis stabilization services.  The remainder of the clients were referred to their primary care provider, Directions for Living, or treated on site.

With the planned implementation of an integrated case management pilot (the Pinellas Integrated Care Alliance), services offered under this agreement will be aligned with Personal Enrichment for Mental Health Services (PEMHS) to ensure seamless access effective June 2018.

 

Fiscal Impact:

Original contract expenditure not to exceed:  $150,000.00

First Amendment increase not to exceed:      $  75,000.00

Revised contract expenditure not to exceed: $225,000.00

 

Funding for the amendment is derived from the FY18 Coordinated Case Management Decision Package.

 

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
