Approve the award of bid to Waste Management Inc. of Florida (Waste Management) for garbage collection and recycling services

Bid No. 178-0561-B(AM) in the annual amount of $820,266.40 for a five (5) year term total of $4,101,332.00 on the basis of being the lowest responsive, responsible bid meeting specifications.

Summary:

This contract is for garbage collection and disposal services which includes regular and roll-off dumpsters, as well as recycling services.  This contract services County owned facilities in unincorporated areas and various parks.  Services are inclusive of container fees, transportation, overhead, and all other fees, including but not limited to tipping fees. 

 

Background Information:

This Invitation to Bid (ITB) is a re-solicitation of an ITB originally released by the Purchasing Department June 18, 2018, which was rejected by the County Administrator August 11, 2018 to revise roll off dumpster requirements; bidders were inconsistent in their pricing submittals, making it difficult to compare equitability from bidder to bidder.

This contract contains a provision for price adjustments after the initial twelve (12) month period and annually thereafter, based upon the Consumer Price Index for Water, Sewer, and Trash Collection Services. 

 

Fiscal Impact:

Estimated five (5) year expenditure not to exceed:  $4,101,332.00

 

Estimated annual expenditure not to exceed:  $820,266.40

 

Funding is derived from various departments’ operating budgets.
