Approve the First Amendment to the Agreement with Waterfront Property Services, LLC dba Gator Dredging (Gator Dredging) for construction services (Phase II) for the Lake Seminole Sediment Removal and Restoration Project (Project).

Contract No. 156-0316-P (SS); increase the amount of $17,994,550.00, for a revised total contract value of $18,663,220.00 extending the contract term by fifty-five (55) months.  Chairman to sign and Clerk of Court to attest.

Summary:

The primary purpose of the First Amendment (Phase II) to the Agreement is to increase the total contract value and extend the term of the agreement by fifty-five (55) months, now that Phase I is complete. The overall purpose of this Project is to remove organic sediments within Lake Seminole (Lake).  Nutrients (phosphorus and nitrogen) associated with these organic sediments are linked to the impairment of the Lake’s water quality.  Phase I of the Project consisted of professional engineering and permit modification services. During Phase II, Gator Dredging will be tasked with construction and operation of the dredge material management area and associated infrastructure, dredging and dewatering of sediments, and site restoration. The staging and dewatering site is County owned Parks and Conservation Resources land adjacent to the Lake. This approach is consistent with the award of the contract by the Board of County Commissioners (Board) on July 18, 2017.

 

Background Information:

The Board approved Phase I of this Project on July 18, 2018 which included design work and tasks related to modifying state and federal permits. This work was completed in early August 2018. The entire Project is priced at $18,663,220.00, inclusive of Phase I pricing.  Phase II of the Project is anticipated to take fifty-five (55) months to complete and upon completion will complete the Project.

 

Fiscal Impact:

Permit Modification and Design (Phase I):                      $    668,670.00

Construction Services phase (Phase II):                      $17,994,550.00

Total contract:                      $18,663,220.00

 

Funding for this Project is derived from:

Local Option Sales Tax (Penny for Pinellas):                     $8,000,000.00

Southwest Florida Water Management District: $8,000,000.00

State of Florida Legislative Appropriation:                      $1,500,000.00

Restore Act:                     $1,163,220.00
