Approve the ranking of firms and execution of the agreement with the number one (1) ranked firm, Waterfront Property Services, LLC dba Gator Dredging (Gator Dredging) for permit modification and other professional services (phase I) for the Lake Seminole Hydraulic Dredging Restoration Project.
Contract No. 156-0316-P(DF); in the amount of $668,670.00 for a twelve (12) month term. Chairman to sign and Clerk of Court to attest.

Summary:
Phase I of the project is for professional engineering and permit modification services for the Lake Seminole (Lake) Hydraulic Dredging Restoration Project (Project). The primary purpose of the Project is to remove organic sediments within the Lake. Nutrients (phosphorus and nitrogen) associated with these organic sediments are linked to the impairment of the Lake’s water quality. To remove sediments and restore the Lake, existing permitting documentation must be amended to allow for treatment and disposal on the proposed site. Gator Dredging will be tasked with development of permit modification documents which include: geotechnical investigation, groundwater mounding, seepage, floodplain impact, dam safety, wave height analysis, and preparing pre-development drainage, structural survey and vibration monitoring, floodplain mitigation, and stormwater pollution prevention plans. This work is necessary to obtain permitting approval for the restoration (Phase II) involving upland dewatering and disposal processes of the dredged organic sediment. The proposed dewatering site is County owned Parks and Conservation Resources land adjacent to the Lake.
Background Information:
This Project was solicited twice prior as an invitation to bid. The prior competitive bid process resulted in bid submittals which were approximately $11 million or greater over the engineering estimate of $27,500,000. The greater than anticipated pricing was attributed to bonding, transportation and hauling costs related to disposal, and the price of disposal due to permit requirements at that time. The decision was made to re-solicit the Project as a request for proposal (RFP) to allow for greater flexibility and negotiation with vendors as it relates to their approach and methodology for sediment removal.
An RFP was released on September 16, 2016 resulting in two (2) responsive proposals. The negotiation for the permit modification and design phase was finalized on May 31, 2017.
Once the permit modification and design is determined and finalized in Phase I, the intent is to go forward with removal and disposal of organic sediments. Phase I will determine what is allowable or not allowable as proposed by Gator Dredging. At this time, the entire Project is anticipated to be priced at $18,663,220.00, inclusive of Phase 1 amount. Once the permit and designs are finalized, the Board of County Commissioners will be requested to approve Phase II of the project as an amendment to the Agreement. When construction commences, Phase II is anticipated to take 1,461 consecutive calendar days to complete.

Funding for this project is derived from the Local Option Sales Tax (Penny for Pinellas), grant funding from the Southwest Florida Water Management District, and RESTORE Act funding.
