Approve the award of bid to Manhattan Construction Florida, Inc. for the St. Pete-Clearwater Airport (Airport) security system improvement project.
Bid No. 178-0332-CP (LN): PID No. 001583A; in the amount of $3,202,365.40 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within two hundred ten (210) consecutive days. Authorize the Chairman to sign and Clerk of the Court to attest.

Summary:
This project consists of upgrading the current security system at the Airport. Work includes the replacement of the existing access control system, closed circuit television and video management system, security badging system, and computer based security training system.
Background Information:
The proposed project work is needed to replace and/or upgrade existing antiquated and unreliable security access control system that was installed in 2004. The project will include the replacement and/or upgrades to airport identification card readers, magnetic locks, surveillance cameras, emergency egress components, and sections of the airfield security fencing and vehicular gates. All associated security network infrastructure (electrical and low-voltage) will also apply. Additional work includes the remodeling of airport security office spaces (new interior finishes, equipment and furniture, demolition of walls, installation of new doors, and electrical and mechanical work).

Project funding is derived from the Federal Aviation Administration’s annual entitlement grant for FY 2018 (Granicus # 18-963A) and a Florida Department of Transportation Joint Participation Agreement approved by the Board of County Commissioners on June 19, 2018.
