Recommended Action
Approve the award of bid to Miller Pipeline (Miller) for the Sanitary Sewer Rehabilitation with Cured in Place Pipe Lining (CIPP), Polyvinyl Chloride (PVC), and Chemical Joint Grouting Project.

Bid No. 178-0216-CP(RW); PID No. 002791B; in the amount of $504,100.00 on the basis of being the only responsive bid received meeting specifications; all work is expected to be completed within 180 consecutive calendar days, from the Notice to Proceed. Chairman to sign and Clerk of the Court to attest.

Summary:

The purpose of this project is to help identify the most cost effective approach to reducing or eliminating inflow and infiltration (I&I) problems through a pilot study of different technologies applied by the same firm for testing consistency. The I&I pilot study area was selected because flow monitoring indicated that I&I sources that can be repaired exist in this area.

 

Background Information:

The work associated with this bid includes cleaning, videoing, and CIPP, Fold and Form or Expand in Place PVC Lining, and Joint Grouting of sewer trunk lines and laterals. PVC Lining is being tested to determine its usability and viability as a new product for pipelining.

This project was competitively solicited to seventy-nine (79) County pre-qualified contractors to test the market for potential providers resulting in one (1) bid of $646,660.00.

During review of the submittal, it was discovered that the cost for coating manholes was significantly higher than typical cost for this service. It was determined that manhole coating - calcium aluminate in the amount of $142,560.00 be removed and procured under other existing contracts awarded by County. Miller agreed to the modification resulting in a revised bid of $504,100.00. The scope of this work is in line with the recommendations of the Stormwater/Wastewater Task Force.

 

Fiscal Impact:

Estimated expenditure not to exceed:  $504,100.00

Funding is derived from the Utilities Sanitary Sewer Enterprise Fund.
