Approval and execution by the County Administrator of Change Order No. 1 (final) with Miller Pipeline, LLC (Miller) for the Pump Station #119 - Sanitary Sewer Rehabilitation with Cured in Place Pipe Lining (CIPP), Polyvinyl Chloride (PVC), and Chemical Joint Grouting project.

 

                     The purpose of this project includes cleaning, videoing, CIPP Fold and Form or Expand in Place PVC Lining, and Joint Grouting of sewer trunk lines and laterals.

                     Change Order No. 1 (final) decreases the contract by ($245,715.85) due to the difference between estimated and final quantities used and balance of unspecified funds not used and accepts project as complete.

                     Agreement term is extended by five hundred nine (509) consecutive calendar days and was necessary to allow County staff to investigate all offset joints within the project scope.

                     Award of bid to Miller was approved by the Board of County Commissioners (Board) on June 19, 2018.

Contract No. 176-0216-CP(PLU); PID No. 002791B; decrease in the amount of ($245,715.85) for a revised contract amount of $258,384.15.  Agreement term is increased by 509 consecutive calendar days.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($245,715.85) and accepts the contract as complete.  The project was substantially complete on August 27, 2019 and obtained final completion on July 31, 2020.  Liquidated damages do not apply.  The agreement period extension per this change order was necessary due to the time allotted for County staff to investigate all offset joints within the project scope. Additional time includes completion of the pipe repairs and re-scheduling and mobilization of Miller crews to complete the remainder of the work required by the contract.  Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division.

 

Background/Explanation:

The purpose of this project was to rehabilitate aging gravity sewer pipes. Routine annual inspection of gravity sewer mains enables the Utilities Department to identify defects. This specific project will rehabilitate approximately 3,788 linear feet of gravity sewer mains serving mostly residential customers in the Sawgrass Lake area, served by Pump Station 119. 

Award of bid to Miller was approved by the Board on June 19, 2018 in the amount of $504,100.00.
