Reject the bid from Broad Spectrum Infrastructure Inc. and Island Way Property Services, LLC as non-responsive for not meeting bid requirements.
Approve the award of bid to NDL LLC for maintenance of roadway medians, right of ways, ponds and outparcels for the Public Works Department (Public Works).
Contract no. 178-0178-B(PF); in the annual amount of $619,440.60 for a twenty-four (24) month term total of $1,238,881.20 on the basis of being the lowest responsive, responsible bid received meeting specifications.

Summary:
This contract is for maintenance of roadway medians, right of ways, ponds and outparcels (right of way mowing) for Public Works.
Background Information:
On March 13, 2018, the Purchasing Department, on behalf of Public Works, released an invitation to bid with the intent to establish a contract for right of ways mowing.
This contract has a provision for one (1) twelve (12) month term extension providing for price adjustments (increase/decrease) per the Consumer Price Index for all Urban Consumers, Not Seasonally Adjusted.
These services are currently being provided by Duval Landscape Maintenance, LLC (Duval). Change Order No. 1 with Duval is a companion item to this staff report to reduce this portion of the contract. There are several factors driving the cost difference between the current vendor (Duval) and the proposed vendor (NDL). Those include the following:
(1) Duval’s per acre cost is $120.52/acre and NDL’s per acre costs is $101.25/acre;
(2) Duval’s contract is for 5 years, and the contract with NDL is for 2 years; and
(3) Duval’s per cycle cost is $37,536/cycle and NDL’s per cycle cost is $40,602/cycle.
Historically the County and all large local governmental agencies have had a low response to this competitive solicitation due to the breadth and depth of services required and the relatively low amount of firms capable of providing these services. This contract requires mowing equipment and certifications beyond the means of most small to medium sized local firms.
Fiscal Impact:
Estimated twenty-four (24) month expenditure not to exceed: $1,238,881.20
Estimated annual expenditure not to exceed: $619,440.60
Funding is derived from the Public Works operating budget.
