Approval of the award of bid to Manhattan Construction (Florida), Inc. for the St. Pete-Clearwater International Airport (Airport) Ticketing “A” In-Line Check Baggage Inspection System (CBIS) Project.

Bid no. 178-0003-CP(PF); PID no. 002111A; in the amount of $10,185,999.68 on the basis of being the lowest responsive, responsible bid meeting specifications.  All work is to be completed within 657 consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

This project consists of the construction of a new CBIS for the Ticketing “A” area of the Airport. There are twelve (12) existing counters, with twenty four (24) stations, that are currently under-utilized due to the lack of an adequate CBIS. This project will install a new CBIS that will meet the current and future needs of the airport.

 

Background Information:

The Airport’s primary air carrier, Allegiant Air (Allegiant), currently processes passengers at Ticketing “B”, which has six (6) counters, and twelve (12) stations. The checked bags at this ticketing area are processed by a mini-inline baggage handling system. While the baggage throughput for this system was sufficient several years ago, Allegiant’s growth over the past few years produces a volume of bags that now exceeds the capacity of this mini-inline system.

Moving Allegiant’s ticketing operation to the Ticketing “A” area will provide double the counter stations available to process checked bags. With the completion of this project, a new CBIS will be installed that will not only provide the ability to process current baggage handling needs, but provides for an additional screening machine that can be added in the future.

 

Fiscal Impact:

Total expenditure not to exceed:   $10,185,999.68

 

Funding for this project is derived from:

 

Airport Reserves: $2,713,965.68

Passenger Facility Charges: $157,567.00

State of Florida Department of Transportation grants: $657,567.00

Transportation Security Administration Other Transaction Agreement: $6,656,900.00
